Gabriel J. Holguin is a Senior Emergency Management Preparedness Coordinator at Salado Isolation Mining Contractors (SIMCO), where he implements emergency management plans and policies in accordance with Department of Energy orders. With a Master’s in Emergency Management and a Bachelor’s in Psychology, Gabriel previously served at the New Mexico Department of Homeland Security and Emergency Management, providing technical assistance to local emergency managers and tribal jurisdictions.

Born in Chihuahua, Mexico, and raised in Vado, New Mexico, Gabriel comes from a family dedicated to public service—his father is a retired State Police Officer, and his mother is a Federal Government retiree. This background has inspired his own commitment to community service.

A member of the New Mexico Association of Emergency Management Professionals, Gabriel balances his professional life with family time with his wife Loretta and their three children. His personal interests include golf, tennis, baseball, collecting memorabilia, and dancing. Gabriel brings both professional expertise and community dedication to Carlsbad, where he plans to be a long-term resident contributing to the city’s emergency preparedness and economic development.
